WhatsApp AI agents
WhatsApp is not one agent type; it is the channel most Zimbabwean agents live on, and it imposes rules that shape every one of them. POTRAZ's Q4 2025 report puts WhatsApp at 20.69% of mobile-app data usage — the largest single application — on 12.86 million mobile internet subscriptions. This page is the channel contract: what is free, what is billed, what is possible, and where implementation help lives.
1. Two products, one of which agents can use
The free WhatsApp Business app is a phone app for a person. The WhatsApp Business Platform (Cloud API) is the programmable interface: your server receives messages by webhook and sends replies by API. Agents need the Platform, either directly from Meta or through a Business Solution Provider (BSP) such as Twilio, 360dialog or Infobip, which adds its own platform fee on top of Meta's rates.
2. The 24-hour customer service window
When a customer messages you, a 24-hour window opens in which you may send any free-form message — text, media, interactive lists — at no per-message charge. Every reply the booking agent in our demo sends happens inside that window and costs nothing beyond model tokens. If the customer arrived through a Click-to-WhatsApp ad or a Facebook page call-to-action, the free window is 72 hours instead.
3. Outside the window: templates, billed per message
Since 1 July 2025 Meta bills per delivered template message, by category and by the recipient's country calling code. +263 is priced under "Rest of Africa". On the rate card effective 1 July 2026 as published by SleekFlow: marketing US$0.0225, utility US$0.0040, authentication US$0.0040 per message. Utility templates sent inside an open window are free. Meta assigns the category when it approves the template; volume tiers lower utility and authentication rates for high senders.

4. What the channel lets an agent do
- Interactive messages — reply buttons (up to three) and list messages (up to ten rows). The booking agent offers three slots as a list so the customer taps rather than types; the reply comes back as a structured ID, which removes a whole class of parsing errors.
- Media in — voice notes, images, documents. Voice notes go through speech-to-text before the model; photos of a form or a meter reading go to a vision-capable model. Both cost more tokens than text; budget for it.
- Media out — PDFs (a quote, an FDMS-compliant invoice), images, location pins.
- Payment prompts — not native in Zimbabwe; the agent sends a Paynow link or triggers an EcoCash/OneMoney express checkout prompt through Paynow's API and polls the result. See integrations.
5. Rules that will bite an agent
- Opt-in. Templates may only go to people who agreed to hear from you. An agent that "follows up" with everyone who ever messaged will be throttled.
- Quality rating. Blocks and reports lower your number's rating and messaging limits. Cap outbound templates per contact in code.
- Template approval. Every template is reviewed and categorised by Meta; build the approval lead time into your launch plan.
- Webhook idempotency. Meta may deliver a webhook more than once. The orchestrator must de-duplicate by message ID or the agent will answer twice — and book twice.
- Session state. WhatsApp has no "session"; your orchestrator decides when a conversation ends (inactivity timeout, goal reached). The window is a billing concept, not a conversation boundary.
6. Language
Zimbabwean WhatsApp is multilingual within a single message: English, Shona, Ndebele and mixed forms. Current large models read all three; the golden set must include mixed-language cases, and replies should follow the customer's language rather than defaulting to English.
7. Implementation
